In the main window, you can access painting tools, effects and layers. The program will allow you to create new images or work with old ones. Supports various graphic formats, NG, BMP, JPG, GIF, PDF and SVG. I think it's not worth listing the list of drawing tools, everything can be seen from the screenshot, you will not get anything new.
Among the effects are fill, the ability to add shadows and bevels. The downside is the absence of the "cancel" button. There is no Russian support (there is a Russified version, added to the header), but there are few settings, so it will be easy to figure it out.
