La serie racconta la storia di Imad Mughniyeh (noto anche come "Il fantasma"), considerato uno dei terroristi più pericolosi di sempre e responsabile della morte di decine di americani prima dell'11 settembre, dalla gioventù al suo inesorabile destino. Raccontata dal punto di vista americano, israeliano e libanese, vengono rivissute e ripercorre le origini e la gioventù di Mughniyeh, soffermandosi anche sull'invenzione degli attentati kamikaze, una tattica mortale di cui si fece promotore. Non solo viene raccontata la sua biografia, ma vengono raccontati anche tre decenni di storia attorno ai quali si sviluppano la serie e le vicende.
