Ray Owens is sheriff of the quiet US border town of Sommerton Junction after leaving the LAPD following a bungled operation. Following his escape from the FBI, a notorious drug baron, his gang, and a hostage are heading toward Sommerton Junction where the police are preparing to make a last stand to intercept them before they cross the border. Owens is reluctant to become involved but ultimately joins in with the law enforcement efforts

Voormalig LAPD-agent Owens (Arnold Schwarzenegger) heeft zich overgegeven aan het simpele leven in het kleine dorpje Sommerton Junction na een gefaalde operatie die zijn partner gehandicapt achterliet. Owens verdrijft zijn tijd daar door zich met kleine overtredingen bezig te houden als de aangewezen sheriff. Hij wordt uit zijn dagelijkse routine gehaald als er vlakbij een spectaculaire ontsnapping plaatsvindt, waarbij een drugsbaron samen met zijn bendeleden en een aantal gijzelaars in een gepantserde wagen ontsnappen. De drugsbaron besluit richting Mexico te reizen om aan de Amerikaanse autoriteiten te ontsnappen. Het enige dat hem nog in de weg staat om de grens te bereiken, is het dorpje Sommertown Junction, bewaakt door sheriff Owens.
Storyline
Sheriff Owens is a man who has resigned himself to a life of fighting what little crime takes place in sleepy border town Sommerton Junction after leaving his LAPD post following a bungled operation that left him wracked with failure and defeat after his partner was crippled. After a spectacular escape from an FBI prisoner convoy, the most notorious, wanted drug kingpin in the hemisphere is hurtling toward the border at 200 mph in a specially outfitted car with a hostage and a fierce army of gang members. He is headed, it turns out, straight for Summerton Junction, where the whole of U.S. law enforcement will have their last opportunity to make a stand and intercept him before he slips across the border forever. At first reluctant to become involved, and then counted out because of the perceived ineptitude of his small town force, Owens ultimately accepts responsibility for the face off.
