A San Francisco è in programma l'inaugurazione dell'edificio più alto del mondo (138 piani e 550 metri d'altezza): il grattacielo è stato realizzato dall'imprenditore James Duncan su progetto dell'architetto Doug Roberts.
Alla cerimonia di inaugurazione presenziano circa 300 vip, tra cui il sindaco Ramsay e il senatore Parker; già prima dell'inizio della cerimonia Roberts si accorge che l'impianto elettrico non risponde ad adeguati standard di sicurezza e allora................................
Doug Roberts, architect, returns from a long vacation to find work nearly completed on his skyscraper. He goes to the party that night concerned he's found that his wiring specifications have not been followed and that the building continues to develop short circuits. When the fire begins, Michael O'Halloran is the chief on duty as a series of daring rescues punctuate the terror of a building too tall to have a fire successfully fought from the ground.
