Ultimate Boot CD is a bootable CD, of course. It means that you can burn, insert the CD and restart the computer. During the restart, if there are configuration problems, the computer will not start Windows as usual, but Ultimate Boot CD and its long list of diagnostic utilities, analysis and correction of errors.
Through them, you can run tests on hardware components (processor, memory, PCI bus), check the status of the file system, run an antivirus and more. Virtually everything that can serve in case of serious problems with the system, is included in Ultimate Boot CD.
However, there is a collection to be used lightly. When it has to do with certain programs it is better to be more than confident of what you are doing. Even considering that most utilities are born in a Linux environment, and may not be familiar to Windows users. A good starting point is a lot of documentation (in English) on the official website.
